emirates7 - The Ministry of Human Resources and Emiratisation (MoHRE) has achieved outstanding results in implementing the UAE’s Zero Government Bureaucracy Programme, which was launched by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister, and Ruler of Dubai.
The program aims to enhance government efficiency, flexibility, quality, and effectiveness by streamlining procedures, aligning with the UAE's competitiveness, and reinforcing its leadership status globally. MoHRE announced that several services would see the elimination of procedures, requirements, and conditions, reducing processing times to mere minutes instead of days, with some achieving up to 100% reductions.
This success stems from a customer-centric approach, supported by key initiatives such as shifting to customer-focused institutions, involving the private sector and government entities in service development, improving integration, and driving digital transformation projects to increase client satisfaction and minimize unnecessary burdens.
Khalil Ibrahim Al Khoori, MoHRE’s Undersecretary of Labour Market and Emiratisation Operations, emphasized that strategic steps have been taken to enhance organizational efficiency, including moving all services to the Federal Network (FEDnet) cloud infrastructure. The Ministry has also developed the Smart Inspection System to monitor and address risks to labor market stability, focusing on high-risk establishments.
As part of the Zero Bureaucracy efforts, the Ministry has launched a series of labor market services, including a Work Bundle that enables private-sector companies and individuals to complete essential work and residency procedures through the integrated "Work in UAE" digital platform. This initiative reduced service procedures by 72%, fields by 93%, required documents by 79%, and visits by 77%, cutting processing time by 83%.
MoHRE also introduced the 'Invest in Dubai' and 'Dubai Now' platforms, which streamlined labor services for businesses, such as hiring and renewing residencies, resulting in a 75% reduction in procedures and a significant decrease in processing time.
Additionally, the Ministry expanded its platforms to include services for domestic workers, reducing required steps and processing times by over 80%. The ‘Investor Journey - Abu Dhabi’ package achieved a 100% reduction in procedures, documents, and data fields for establishment registration.
MoHRE has automated core services, such as issuing work permits and processing labor complaints, making many services instant through AI, with a maximum processing time of one business day. New services like the Electronic Authorisation service now take only two minutes to complete, significantly reducing required documents and visits.
The integration of MoHRE with the Federal Authority for Identity, Citizenship, Customs, and Port Security has also removed the need for in-person visits for work permit renewals, cutting processing times and eliminating documents. Moreover, in collaboration with Nafis and the General Pension and Social Security Authority, MoHRE has streamlined work permit services for UAE nationals.
The Ministry also launched the National Programme for Incentivising Establishments in Priority Economic Sectors, which has fully automated services, reducing procedures, fields, and documents by 100%, and minimizing the need for human intervention by 63%.
