Department of Health, Microsoft to AI-powered Population Health Intelligence framework

emirates7 - The Department of Health – Abu Dhabi (DoH) has entered into a strategic partnership with Microsoft through a Memorandum of Understanding (MoU) to jointly develop an innovative ‘Population Health Intelligence’ framework — the world’s first truly dynamic learning health system.

This pioneering framework is designed to transform public health management by continuously forecasting, preventing, and responding to health challenges in real time.

The MoU was signed by Ibrahim Al Jallaf, Executive Director of Digital Health at DoH, and Naim Yazbeck, Microsoft UAE’s Country General Manager.

Globally, health systems often struggle with fragmented data and reactive approaches, particularly when managing chronic and complex diseases. To address this, Abu Dhabi is taking a bold and forward-looking approach by transforming massive volumes of health data into meaningful, AI-powered insights that can drive targeted actions at both individual and population levels.

The framework is built around two main pillars. The first is “Predict”, which involves creating a digital twin of Abu Dhabi that integrates clinical, behavioral, environmental, and demographic data into a single, cohesive model. This will empower AI to detect health anomalies early and facilitate prompt interventions.

The second pillar, “Prevent and Act,” uses AI-driven, context-specific recommendations that adapt to various scales — from entire populations to specific districts or individuals. This component allows simulation of potential outcomes from interventions and supports coordinated, real-time responses based on continuous feedback.

The DoH has emphasized its commitment to protecting patient privacy, ensuring all data is managed securely and safeguarded against unauthorized access or breaches.

Ibrahim Al Jallaf remarked, “Abu Dhabi is at the forefront of transforming healthcare by leveraging data-driven insights with a clear sense of purpose.”

Echoing this sentiment, Naim Yazbeck said, “Our collaboration with the DoH demonstrates how AI and cloud technologies can tackle some of the most urgent healthcare challenges. Through secure, real-time analysis of large-scale health data, we aim to help build a predictive, personalized, and more resilient healthcare ecosystem.”

As part of this initiative, the DoH will also make key findings and innovations publicly available, encouraging the development and adoption of similar models globally.
