'Ministry of Higher Education' unveils unified system to govern students’ practical training

emirates7 - The Ministry of Higher Education and Scientific Research (MoHESR) has issued Ministerial Resolution No. (173) of 2025, establishing a unified regulatory framework for practical training programmes in higher education institutions (HEIs). The resolution aims to align university outcomes with labour market demands while ensuring the quality and effectiveness of training.

The new framework introduces a comprehensive governance system that connects practical training with national development priorities, reinforcing transparency, accountability, and higher education standards.

Dr. Mohammed Al Mualla, Undersecretary of MoHESR, stressed that the decision underscores the Ministry’s dedication to advancing hands-on learning, enabling graduates to acquire skills relevant to vital economic sectors.

“Practical training bridges the gap between academic theory and workplace application, equipping students with the tools to innovate and succeed,” he said. “The resolution establishes clear governance rules, ensuring that programmes deliver structured, meaningful training experiences that prepare students for the future.”

He further highlighted that the framework strengthens cooperation between HEIs and training providers across public and private sectors, guaranteeing high-quality, safe, and engaging training under professional supervision. It also puts in place oversight mechanisms to ensure effective outcomes, equipping graduates with the knowledge and practical expertise needed to drive the UAE’s sustainable development.

Under the resolution, HEIs must meet defined obligations to reinforce governance of training programmes. These include collaborating closely with training providers to align programmes with both student and institutional needs, ensuring safe and suitable training environments, and appointing qualified supervisors capable of accurately evaluating student performance.

The framework also requires universities to design structured training plans, formalise agreements with host organisations, and track student progress through interim and final assessments as well as on-site visits. Institutions are further required to keep detailed records, submit comprehensive reports, and implement strong monitoring systems.

This decision supports the UAE’s vision of building a competitive, innovation-led, knowledge-based economy while aligning with global best practices in higher education. It seeks to empower graduates to thrive professionally, assume leadership roles across sectors, contribute to national sustainability goals, and remain competitive on regional and international levels.
