Fourth edition of International Programme for Civil Aviation Leaders kicks off

emirates7 - The General Civil Aviation Authority (GCAA), in collaboration with the Government Experience Exchange Office, has launched the fourth edition of the International Programme for Civil Aviation Leaders (TIPCAL) on Monday.

The programme gathers over 22 prominent participants, including ministers, director generals, and key civil aviation decision-makers from around the world.

Running until July 24, TIPCAL underscores the UAE’s global standing in aviation innovation, sustainability, and governmental advancement.

Abdulla bin Touq Al Marri, Minister of Economy and Tourism and Chairman of the GCAA Board, highlighted that under the UAE’s visionary leadership, the nation prioritises fostering a culture of innovation and sustainability in aviation—an industry seen as a vital driver of economic growth and competitiveness.

He reiterated the country’s ongoing efforts to deepen international cooperation and promote the exchange of best practices in this strategic sector.

“The civil aviation industry is constantly evolving due to rapid technological progress,” he noted. “This demands adaptable and forward-thinking government performance to keep up with developments and seize emerging opportunities.”

He added that TIPCAL is designed to foster interactive dialogue and generate innovative solutions that support the sustainability and global competitiveness of the aviation industry, thereby solidifying the UAE’s leadership role in shaping a future-ready aviation ecosystem.

Suhail Mohamed Al Mazrouei, Minister of Energy and Infrastructure, stated that the UAE is a key global aviation hub and among the largest aviation fuel producers. As the sector embraces sustainability and digital transformation, the UAE remains focused on encouraging global cooperation and pioneering responsible growth solutions aligned with climate objectives.

He also noted that the programme reflects the nation’s dedication to nurturing future aviation leaders and promoting innovation. It acts as a platform to encourage strategic thinking, knowledge sharing, and leadership that is responsive to future challenges.

"With initiatives like TIPCAL, the UAE continues to position itself as a reliable global partner in advancing sustainable aviation, where technological innovation, environmental stewardship, and human capital development are interconnected for long-term positive impact," he added.

Abdulla Nasser Lootah, Assistant Minister of Cabinet Affairs for Competitiveness and Knowledge Exchange, emphasized that the UAE’s success in civil aviation serves as a leading example that the Knowledge Exchange Office and GCAA aim to share with friendly and allied nations to support sectoral growth.

He described TIPCAL as an inclusive forum for collaboration and knowledge exchange.

GCAA Director-General Saif Al Suwaidi said that TIPCAL is a specialised platform for sharing best practices and successful governance models in civil aviation. It showcases the UAE’s commitment to facilitating global dialogue, transferring knowledge, and equipping aviation leaders with practical insights to shape the sector’s future.

This edition includes participation from several senior UAE officials, including: Abdulla bin Touq Al Marri; Suhail Mohamed Al Mazrouei; Maryam Bint Ahmed Al Hammadi, Minister of State and Secretary-General of the UAE Cabinet; Saif Mohamed Al Suwaidi; and Abdulla Nasser Lootah.

Renowned speakers and experts will present the UAE’s experience in government excellence, digital transformation, and aviation leadership.

The programme offers a packed agenda aligned with the UAE’s strategic vision for government development, especially in aviation. Day one focuses on highlighting the UAE’s leadership, innovation, and economic development through aviation and tourism.

Day two will explore the influence of artificial intelligence, agile governance, and future government readiness on global aviation strategies.

Day three is devoted to sustainability and climate action, reflecting the UAE’s environmental commitment within the aviation sector.

After the success of its first three editions, TIPCAL has established itself as a premier platform for knowledge exchange and innovation in aviation. This year’s edition is expected to draw record participation from high-level delegates representing ministries, aviation bodies, and related institutions worldwide.
