Ministry of Investment witnesses signing of agreement to establish EV infrastructure manufacturer

emirates7 - The Ministry of Investment has overseen the signing of a significant joint venture agreement to launch Tellus Power MENA, a new UAE-based manufacturer of electric vehicle (EV) infrastructure and a technology partner.

This milestone greenfield investment highlights the Ministry’s continued commitment to attracting forward-looking investments that align with the UAE’s strategic priorities. It also reflects its focus on advancing family businesses and reinforcing the country’s role as a regional hub for advanced manufacturing and sustainable technologies—key pillars of the National Investment Strategy.

From the early stages to the final agreement, the Ministry played a central role in facilitating the deal. This included identifying and connecting the business partners, conducting due diligence, supporting the negotiation process, and offering strategic investment advice. The Ministry also acted as a vital link to various government bodies and free zones to ensure a seamless establishment process.

The signing ceremony took place at the Ministry’s headquarters, with Mike Calise, CEO of Tellus Power Globe Holding Limited, and Marius Ciavola, CEO of Sing Family Enterprise Middle East, representing the parties involved. Attendees included Hessa Al Ghurair, Acting Assistant Undersecretary of the Ministry, Hamdan Zakaria Doleh, Chairman of the China Innovation Centre in the UAE, Yansong Li, Co-Founder of Tellus Power, and Mohammad BinHendi, Group CEO of BinHendi Holding.

The new joint venture combines the expertise of three key players:

BinHendi Holding, a UAE-based investment firm focused on mobility, energy, and industrial innovation,
Sing Family Enterprise Group, a China-based entrepreneurial conglomerate,
Tellus Power, a California-headquartered EV infrastructure manufacturer serving markets across the US, Europe, Asia, South America, and the GCC.

Tellus Power MENA aims to scale up local production of state-of-the-art EV charging solutions, addressing regional demand and advancing the rollout of bidirectional vehicle-to-grid technologies across the GCC.

Commenting on the partnership, Mohammad Abdulrahman Alhawi, Undersecretary at the Ministry, emphasized that the agreement exemplifies the Ministry’s strategic role in fostering impactful international partnerships that support national economic goals and drive innovation-led investment.

Mike Calise, CEO of Tellus Power, expressed enthusiasm for the venture, stating that the UAE is well-positioned as a growing clean tech and smart mobility hub, and that this partnership will help expand Tellus Power’s reach in the region.

Marius Ciavola, CEO of Sing Family Enterprise Middle East, added that the initiative aims to make the UAE a global leader in EV charging technology and exports, with gratitude extended to the Ministry for its leadership.

Mohammad BinHendi, Group CEO of BinHendi Holding, noted that the initiative aligns with the company’s vision of fostering long-term industrial growth and innovation in the region’s energy and mobility sectors.

The joint venture advances the goals of the UAE’s National Investment Strategy by attracting foreign direct investment into strategic sectors such as renewable energy and advanced manufacturing. It also supports the National Electric Vehicles Policy, which targets 50% EV adoption by 2050.
