DET, Dubai Finance launch ‘Dubai In-Country Value Programme’ to boost opportunities for local manufacturers

emirates7 - The Dubai Department of Economy and Tourism (DET), in partnership with the Dubai Department of Finance (DOF), has introduced the ‘Dubai In-Country Value (ICV) Programme’ to boost the local manufacturing sector by redirecting more government procurement towards domestic suppliers.

The initiative will be executed through TASHAROK, Dubai’s Shared Procurement Programme, which is overseen by the Support Services Centre (SSC) at Dubai Finance. TASHAROK allows government entities to access competitive pricing through established supplier agreements.

This programme aims to open up significant opportunities for Dubai-based manufacturers and Emirati-owned companies, contributing to inclusive and sustainable economic development. It aligns with DET’s wider objective to establish Dubai as a global hub for trade, innovation, and investment.

By incentivising government entities to favour goods and services with higher local value, the initiative empowers businesses to contribute more effectively to the Dubai Economic Agenda D33. This agenda seeks to double the size of the emirate’s economy by 2033 and solidify its position as a premier global business and tourism destination.

Additionally, the programme is expected to keep a larger portion of public spending within the local economy, further supporting GDP growth.

TASHAROK currently covers 42 general product categories—such as office supplies and medical consumables—and operates through a hybrid model involving seven major government bodies: Dubai Municipality, Dubai Health, Dubai Police, Roads and Transport Authority (RTA), Dubai Customs, Dubai Electricity and Water Authority (DEWA), and Dubai Airports. These entities will embed ICV considerations into their procurement strategies and establish long-term agreements with vetted suppliers.

These framework agreements will be made available to all participating government departments, ensuring consistent ICV adoption across the public sector. DET will provide technical assistance and promote the programme to encourage widespread participation through government procurement channels.

Hadi Badri, CEO of the Dubai Economic Development Corporation (DEDC), described the programme as a major evolution in public sector procurement that aligns with the D33 Agenda. He highlighted that the initiative—through joint efforts with the DOF and lead buyers—strengthens Dubai’s industrial sector and promotes sustainable growth. The focus on in-country value, he said, enhances supply chain resilience, boosts local production capabilities, and increases Dubai’s competitiveness as a hub for high-value manufacturing and innovation.

Hamed Al Awadhi, Executive Director of the Shared Services Sector at Dubai Finance, praised the strong cooperation between DET and DOF in embedding the ICV Programme into TASHAROK. He stressed the importance of channeling public spending into the local manufacturing ecosystem, noting this will foster competitive industries and contribute to Dubai’s long-term economic goals.

“This programme reflects our dedication to supporting local production and ensuring economic sustainability,” Al Awadhi said. “Our goal is to help government departments simplify procurement and fully benefit from the cost efficiencies provided by TASHAROK.”

The ICV Programme encourages government buyers to prioritise suppliers with robust local operations—including Dubai-based manufacturers, Emirati-owned companies, and firms that employ local talent. By integrating the ICV model into TASHAROK, the programme enables easy access for participating entities, improving procurement efficiency and aligning with Dubai’s strategic economic objectives.

To support implementation, DET and DOF have conducted a series of workshops for key procurement teams. These sessions offer in-depth training on evaluating local manufacturing value in procurement, incorporating ICV benchmarks into sourcing strategies, and tracking the programme’s economic contributions to ensure impactful results across the government supply chain.
