emirates7 - His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister, and Ruler of Dubai, has enacted Law No. (14) of 2024 concerning the Supreme Legislation Committee in Dubai. This new legislation outlines the Committee's objectives, duties, and the functions of its General Secretariat, providing a framework for its operations and defining the responsibilities of government entities in relation to the Committee. It also specifies the procedures, standards, and conditions governing its work.
The Law mandates that both the Supreme Legislation Committee and its General Secretariat operate according to established guidelines set by the Committee's Chairman. Their responsibilities align with local and federal laws, international agreements, and legal opinions.
Following the issuance of the Law, H.H. Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, First Deputy Ruler of Dubai, Deputy Prime Minister, Minister of Finance, and Chairman of the Supreme Legislation Committee, issued Decision No. (3) of 2024. This decision approves the guidelines for the Committee’s operations, aiming to streamline the process for drafting and reviewing legislation through clear procedures that support Dubai’s strategic objectives. Additionally, the guidelines are designed to develop a sustainable legislative framework that addresses current legal needs and anticipates future changes, ensuring consistency with the UAE Constitution and the relevant federal and local laws applicable in Dubai.
The guidelines also regulate the interaction between the Committee, its General Secretariat, and local, federal, regional, and international government bodies involved in legislative processes and agreements. Moreover, they aim to ensure the consistent application of laws in Dubai, thereby supporting the achievement of intended legislative goals.
Law No. (14) of 2024 repeals Decree No. (23) of 2014 and Executive Council Resolution No. (12) of 2014, which previously governed the Supreme Legislation Committee in Dubai. It also nullifies any other legislation that conflicts with the new Law. Resolution No. (110) of 2023 will remain in effect until the Committee is reconstituted by a Decree from Dubai’s Ruler.
Furthermore, existing decisions, regulations, and guidelines issued under Decree No. (23) of 2014 and Executive Council Resolution No. (12) of 2014 will continue to be effective unless they conflict with the new Law, until they are replaced by new regulations.
