Sharjah begins implementing Law No. (7) of 2025 concerning regulation of judicial authority

emirates7 - The Emirate of Sharjah has officially started enforcing Law No. (7) of 2025, which regulates the judicial authority. This law was issued by His Highness Sheikh Dr. Sultan bin Mohammed Al Qasimi, Supreme Council Member and Ruler of Sharjah.

This legislation marks a significant step forward in strengthening judicial independence, ensuring fair legal processes, and upholding justice throughout the Emirate.

The law guarantees access to justice for everyone and explicitly forbids any interference with judicial proceedings. It ensures equality before the law and the right to impartial legal hearings without discrimination.

It also preserves the right to defense at every stage of investigation and trial, while maintaining judges’ full independence, stating they are bound only by the Constitution. This highlights the importance of the integrity, honor, and impartiality of judicial officers in safeguarding rights and freedoms.

Senior judicial figures in Sharjah emphasized that this new Judicial Authority Law is a historic development for the Emirate’s legal system.

Reflecting the vision of the Ruler of Sharjah, the law aims to a comprehensive and integrated legal framework based on justice, transparency, and institutional efficiency. It strengthens judicial governance by clearly defining institutional roles, streamlining legal procedures, and incorporating advanced technologies aligned with international standards.

By specifying roles and responsibilities, the law reinforces the judiciary’s independence and improves coordination among the Judicial Council, Judicial Department, Public Prosecution, and courts. These reforms aim to enhance institutional performance, accelerate case resolution, and boost public confidence in the legal system.

Judge Dr. Muhammad Obaid Al Kaabi, Chairman of the Sharjah Judicial Department, reaffirmed the department’s commitment to advancing the legal system and upholding the rule of law, in line with the directives of Sharjah’s ruler. He noted that the law is crucial in establishing a unified judicial system that ensures high levels of legal expertise.

Al Kaabi also mentioned that the department has begun updating internal procedures, upgrading digital infrastructure, and investing in judicial staff training as part of the law’s implementation plan. He stressed that the law’s transparent policies on appointments, promotions, and inspections are essential for gaining public trust in the judiciary.

Dr. Mansour Mohammed bin Nassar, Chairman of the Sharjah Government Legal Department, described the law as the result of ongoing legislative efforts to a legal framework that organizes Sharjah’s judicial work and adapts to evolving legal developments.

He added that the law integrates international best practices in judicial governance while considering the unique features of the UAE’s legal system.

“The law supports the modernization of Sharjah’s judiciary, emphasizing the introduction of digital tools and simplification of case management and legal procedures to build a more efficient judicial system,” Nassar said.

Sheikh Faisal bin Ali bin Abdullah Al Mualla, Secretary-General of Sharjah Court, stated that the law demonstrates the emirate’s commitment to establishing a robust and future-ready legal framework.

Al Mualla highlighted that the law not only shows dedication to judicial excellence but also promotes institutional collaboration and enhances the coherence of the legal system.

Judge Ahmed Abdulla Al Mulla, Chairman of the Court of Cassation, explained that the law restructures court hierarchies and jurisdictional duties, reinforcing the Court of Cassation as the highest judicial authority responsible for setting common legal principles and ensuring consistency in rulings.

He noted that under this new framework, the court will continue protecting rights and enforcing the rule of law by reviewing legislative interpretation and application.

Counselor Anwar Amin Al Harmoudi, Attorney General and Chairman of the Public Prosecution, stated that the Judicial Authority Law expands the Public Prosecution’s role within Sharjah’s judicial system. He clarified that the law strengthens the prosecution’s position as a key entity in protecting individual and societal rights and achieving judicial fairness.

Al Harmoudi also pointed out that the law clearly defines the Public Prosecution’s structure, jurisdiction, and powers.

According to the law, the Public Prosecution has the authority to file and pursue criminal cases, appeal rulings, lead investigations, and delegate judicial officers who operate under its supervision.

The Judicial Authority Law in Sharjah comprises 89 articles organized into nine chapters, covering courts, Public Prosecution, Judicial Department, judicial personnel, Judicial Inspection Department, judge qualifications, and administrative authorities. It establishes a progressive judicial system aligned with Sharjah’s development goals and the needs of its people.
