emirates7 - The UAE has claimed the top spot globally in telecommunications infrastructure, digital government institutional frameworks, and digital content, as highlighted in the second edition of the “State of Digital Transformation Report.” This report was issued by the Higher Committee for Government Digital Transformation during the recent Digital Readiness Retreat.
Covering 12 major sectors—such as the economy, health, education, security, and the environment—the report outlines the UAE's extensive digital progress. Ohood bint Khalfan Al Roumi, Minister of State for Government Development and the Future and Chair of the Committee, emphasized that digital transformation is at the core of the UAE leadership’s strategy to reduce bureaucracy and improve citizens' quality of life through technology.
The report details the nation’s progress over the past year and its standing in global digital competitiveness. The UAE has achieved first place worldwide in UN rankings for telecommunications infrastructure, digital governance, digital content, and digital knowledge. It also led the Government AI Readiness Index 2024 by Oxford Insights, ranked third in government service delivery, and secured fourth place in the World Bank’s GovTech Maturity Index. It also ranked 11th in both the IMD Digital Competitiveness Index and the UN E-Government Development Index.
These advancements translated into significant savings and efficiency. Digital efforts saved AED368 billion for users and cut government spending by AED20 billion. Additionally, they conserved 530 million labor hours and reduced carbon emissions by 55.8 million tonnes.
In 2024 alone, federal agencies handled 173.7 million digital transactions. Government websites received 131.5 million visits, and apps were downloaded 26.3 million times. There are now 1,419 digital services available, including 195 priority services, with a 91% satisfaction rate among over 57 million users. At present, 460 digital transformation projects are underway across federal departments.
The UAE Pass, a central element of the digital government ecosystem, is used by 10.8 million individuals and supports access to 15,000 services, facilitating 2.6 billion integrated transactions.
In the economic domain, digital processing enabled 5.2 million tax transactions, 316,800 certificates of origin, and 64,100 trademark services. The finance sector completed 8,300 vendor registrations, 2,500 market accreditations, and 1,000 foreign investment fund renewals.
Human resources saw 13.2 million work permit applications and 8 million employment contracts processed, alongside 1.2 million hours of training via the "Jahiz" platform.
In healthcare, robotic systems dispensed 2 million prescriptions, AI was used for 1 million chest X-rays, and 437,900 remote consultations were conducted. The education sector facilitated learning for 1.4 million individuals and processed 445,700 university course registrations.
Community development services handled 115,600 digital inquiries, 243,800 zakat and donation transactions, and 125,700 digital fatwa and zakat calculation requests. In security and justice, 4.2 million traffic fines were paid digitally, 1.5 million vehicles were registered, and 417,800 criminal record certificates were issued.
The identity and residency sector processed 4.7 million Emirates ID renewals, 1.6 million residency permit renewals, and 596,200 document attestations. Infrastructure services handled 5,900 housing aid requests, 68,500 transport permits, and 3,000 nuclear licenses.
Environmental initiatives processed 76,600 plant health certifications, 39,600 veterinary export documents, and 59,900 agricultural clearance requests. In the cultural sector, 2,400 library memberships were issued, 368 artifacts registered, and 162 event space rentals completed.
