Dubai: More developers join first-time home buyers programme

-Developers in Dubai offer first-time property buyers priority access, two per cent discounts, flexible payment plans, and waived administration fees

More property developers have joined Dubai’s First-Time Home Buyer (FTHB) Programme, giving UAE residents and investors more options to choose their desired properties ahead of the launch.

The decision to join the initiative comes amidst a wave of proven success for the FTHB programme. Data released by the Dubai Land Department in January 2026 highlights the scheme’s immediate impact on the market. In just six months since its inception, the programme has successfully enabled over 2,000 residents to purchase their first homes, generating Dh3.25 billion in total residential sales.

Samana Developers and Qube Development joined the initiative launched by the Dubai Land Department (DLD) and the Dubai Department of Economy and Tourism (DET).

More than 41,000 residents have registered for the scheme, and nearly half – 49 per cent – of these new homeowners are residents who have lived in Dubai for more than five years, proving the initiative is successfully converting the city’s expatriate workforce into long-term stakeholders.

Samana said it would offer first-time buyers priority access to up to 10 per cent of inventory, two per cent discount, extended payment flexibility, and waived administrative fees across its diverse portfolio of projects in Arjan, Dubai Production City, and Dubai South.

“The data is clear: residents are ready to plant roots in Dubai. With 23 per cent of new investors in 2025 being residents, the shift from renting to owning is accelerating,” said Imran Farooq, CEO of Samana Developers.

He added that Samana’s ‘Flexible Homes’ concept is tailor-made for this segment. The company closed 2025 with a record Dh7.1 billion in gross sales, positioning itself as Dubai’s fifth top off-plan seller on the back of 16 new projects throughout the year, ensuring a steady supply of high-quality inventory for the FTHB programme.

Qube Development said it would allocate a percentage of units in new project launches to eligible first-time buyers. Selected buyers will receive priority access and exclusive incentives, including preferential pricing, in line with the agreed terms.

Earlier, Sky View Development also enrolled in the First-Time Home Buyers (FTHB) Initiative, offering preferential pricing and dedicated inventory.

In addition, Azizi, Beyond Development, Binghatti, Damac, Danube, Ellington, Emaar, Majid Al Futtaim, Nakheel, Wasl, Arada, Irth, 4Direction and Reportage have also joined the programme.
