Atop official announced on Tuesday that the first phase of work for Dubai Loop will begin soon. The service will begin in areas of Dubai International Financial Centre (DIFC) and Dubai Mall at a total cost of Dh2.5 billion.
The announcement was made by Matar Al Tayer, Director General and Chairman of the Board of Executive Directors of the Roads and Transport Authority (RTA), during his address at the World Government Summit.
The landmark underground transport project — popularly known as Teslas in tunnels — was first implemented in Las Vegas. Dubai has now become the second city in the world to adopt this unique project.
Described as an “iconic project", the Dubai Loop will feature a network of one-directional underground tunnels connecting key residential, commercial, and tourist areas across the city. The system will include both above ground and underground stations and is designed to deliver fast, seamless travel from first mile to last mile.
The loop network
The full Dubai Loop network will span 24 kilometres, with a total estimated cost of Dh2.5 billion and have 19 stations. The first phase, which officially begins today, will cover 6.4 kilometres at an investment of Dh600 million and will have four stations between DIFC and Dubai Mall.
“We signed the agreement for construction today,” said Hamad Alshehhi, Director of Roads Department at RTA. “Once operational, 100 cars will operate inside these tunnels and reduce the time taken to travel between DIFC and Dubai Mall from 20 minutes to just three minutes.”
Dubai Loop: First two locations of revolutionary transport system announced
The initial phase is expected to transport up to 13,000 passengers per day, linking high-density destinations. Al Tayer confirmed that the RTA has signed an agreement with The Boring Company (TBC), and execution is expected to be completed within one to two years, with work on subsequent phases planned to begin earlier than initially scheduled if progress allows.
He highlighted the cost and efficiency advantages of the tunneling technology, noting that excavation costs average Dh70 million per kilometre, as opposed to the Dh125 million per kilometre that conventional tunneling methods would cost. The technology also enables gradual descent during digging, reducing disruption and accelerating delivery.
'Competitive' cost
It was at WGS 2025 that RTA signed an MoU with Elon Musk’s TBC to bring the technology here. At the time, Musk compared it to a “wormhole” where one can enter from one part of the city and exit at another.
Alshehhi said that the RTA had spent the last few months studying the projects, possible locations and duration of construction. He said that although the price of using this service has not yet been decided, it will be “competitive” in comparison with other modes of transport between the locations it serves.
